ABSTRACT
There are 22 public universities, 14 chartered private universities and 13 universities with Letter of Interim Authority (LIA). These universities are established through institutional Acts of Parliament under the Universities Act, 2012 which provides for the development of university education, the establishment, accreditation and governance of universities. Education is viewed as an investment in human capital and human capital is a key determinant of economic growth. Universities play an important role as leaders in teaching and learning, in education, research and technology. In teaching activities, universities provide the professional training for high-level jobs, as well as the education necessary for the development of the personality. According to a 2016 report on reforming higher education in Kenya, the rapid expansion of university education in the country was a spontaneous response to the increasing demand for higher education necessitated by the increasing flow of students from schools. Universities are considered to have been regarded as key institutions in processes of social change and development. The most important role they have been assigned is the production of highly skilled manpower and research output to meet perceived targets. Another role that universities may play is in the building of new institutions of civil society, in developing new cultural values, and in training and socializing people of new social era.  Universities play the role of higher education in the economy and its potential contribution to supporting economic recovery and development.  Universities support innovation and growth, particularly at a regional level. The business of a university not only attracts young people to a place but also has a huge impact on the economy of both places. University education in Kenya has experienced phenomenal growth in the last few years. Demand for university education has continued to increase over the last few years with many students now being absorbed in the newly created public and private universities. Education becomes a central employer in the area. Employment by industry confirms the value of the university, with the education and training sector contributing one in eight jobs. Higher education makes a fundamentally important difference to individuals, through improved life chances and opportunities; to the economy, through innovation and skills; and to society, increasing our knowledge, through research discoveries and increasing social mobility and cohesion. Universities play the role of underpinning economic growth, through the provision of higher-level skills. Universities form a core part of the economic infrastructure, and as large enterprises generate substantial economic activity, employment opportunities and overseas investment. These findings demonstrate that higher education is a significant sector of economic activity in its own right and generates more output than many other sectors, including advertising and market research, legal services, computer manufacturing, basic pharmaceuticals, Wi-Fi and transport. Universities also generate more GDP per unit of expenditure than many other sectors including health, public administration, and construction. Universities are hotbeds of innovation and entrepreneurship. In partnership with government and business, academic research and technologies help to drive an array of vital industries. Universities provide students with the skills to compete in increasingly global workplaces and are themselves major employers. Many have become centers of technological research and innovative startups. The paper focuses on highlighting the role of universities in bringing out economic, political, social and cultural transformation in the society..

INTRODUCTION
Universities are economic impacts in smaller cities and towns. Universities are considered to have been regarded as key institutions in processes of social change and development. Those who live near university town or city, the chances are that you can see the benefits. Universities transform their neighborhoods, cities, regions and nations. Universities are hotbeds of innovation and entrepreneurship. In partnership with government and business, academic research and technologies help to drive an array of vital industries. Universities provide students with the skills to compete in increasingly global workplaces and are themselves major employers. Following enactment of universities Act No. 42 of 2012, the public universities have since been established through the award of charter. All individual Acts were repealed and the previous public universities re-accredited through charter award after institutional quality audits. (CUE, 2013).Universities contributes to jobs (directly and indirectly) across all skill levels. Universities can change the face of a city. As major landowners, universities are significant investors in the built environment. Campus developments reshape the skyline while providing new civic identities. Universities are increasingly centered as physical and social spaces for the wider community. Universities have a tremendous ability to attract global talent to cities and nations and this brings in the much needed foreign exchange. International staff and students do more than just boost the economy. They contribute to the vitality of their communities and help develop tolerant and inclusive societies. Internationalization helps create lasting links into global networks. Academic mobility and research collaborations extend intellectual and cultural interaction and in doing so help to develop international relations. Numerous universities. Universities, in this sense, are essential spaces of soft diplomacy. Universities help address societal challenges. Universities provide local governments and communities with a robust evidence base to inform public policy. At an institutional level, universities are well positioned to offer comprehensive, independent assessments of issues ranging from global health to the impacts of globalization. Academics engage in such work not as consultants or handmaidens to government, but as critical allies. Universities also offer vital services to their surrounding communities that are otherwise scarce, including access to health-care, cultural amenities and even sports facilities – especially following cutbacks in public sector funding. Many universities also have museums, which are open to the public, and run a series of free lectures for the community to engage with.  Universities help address societal challenges. A university provides local governments and communities with a robust evidence base to inform public policy. Academics engage in such work not as consultants or handmaidens to government, but as critical allies. Universities also offer vital services to their surrounding communities that are otherwise scarce, including access to health-care, cultural amenities and even sports facilities especially following cutbacks in public sector funding. Many universities also have museums, which are open to the public and run a series of lectures for the community to engage with. Universities foster creativity and open debate. Universities support a number of creative activities. These, in turn, generate exciting intellectual and artistic scenes that are strong pulls in their own right. Artistic and creative endeavors can help to put a city on the map helping to boost global competitiveness. But academia’s critical cultural impulses also catalyze necessary acts of subversion and protest which help marginalized groups speak truth to power. This can be seen in the way the Artists’ Assembly against Austerity a grassroots alliance of more creative artists was set up by a number of universities to help combat the austerity agenda. Higher education improves lives of the students, the country and Kenya. Most fundamentally, we must not lose sight of the fact that access to higher education improves lives. It enhances self-knowledge, employment opportunities and promotes civic participation. As agents of social mobility, universities are more than sites of training and instruction, they are crucial intellectual milieus where knowledge is created, disseminated and challenged. Setting foot on campus is (and should be) an aspirational experience. And by rendering campuses more porous universities can foster opportunities for collaboration; knowledge exchange and social empowerment. Well-funded and resourced universities have a tremendous social and economic impact. Of course, tensions still exist and more can still be done inside and outside the walls of the “ivory tower” to harness this potential. Higher education improves lives. Most fundamentally; we must not lose sight of the fact that access to higher education improves lives. It enhances self-knowledge, employment opportunities and promotes civic participation. As agents of social mobility, universities are more than sites of training and instruction, they are crucial intellectual milieus where knowledge is created, disseminated and challenged. Setting foot on campus is (and should be) an inspirational experience. And by rendering campuses more porous universities can foster opportunities for collaboration, knowledge exchange and social empowerment. PRESENTATION
Universities can be anchor to institutions in local economies as major employers across a wide range of occupations, purchasers of local goods and services, and contributors to cultural life and the built environment of towns and cities. Regional investment in the infrastructure of a university to support its core business of research and teaching can therefore have a significant passive regional multiplier effect even if the university is not actively supporting regional development. But what of the more active contributions that universities can make? This can be broken down into four areas – business innovation which is closely linked, although not exclusively, to the research function of the university, human capital development linked to the teaching function and community development linked to the public service role of universities. The fourth area is the contribution of the university to the institutional capacity of the region through engagement of its management and members in local civil society. According to McCann and Ortega-Argilés smart specialization “envisages that the identification of the knowledge intensive areas for potential growth and development are related to the role of certain classes of players (researchers, suppliers, manufacturers and service providers, entrepreneurs, users) and the public research and industry science links. The players are regarded as being the agents who use the knowledge acquisition facilities and resources (human capital, ideas, academic and research collaborations) to scan the available local economic and market opportunities, to identify technological and market niches for exploitation, and thereby act as the catalyst for driving the emerging transformation of the economy. Universities can therefore play a key role in defining a regional smart specializatio strategy by contributing to a rigorous assessment of the region’s knowledge assets, capabilities and competencies, including those embedded in the university’s own departments as well as local businesses. Universities can act as a powerful magnet for attracting talented students and staff into the region from other parts of the country and even further afield. In addition, through their teaching at undergraduate and postgraduate level, universities have the potential to add to the stock of human capital by means of graduate recruitment into regional businesses, possibly following work placements as part of the student’s degree. More particularly, graduates can provide the gateway or connectivity through which knowledge exchange between researchers and businesses takes place. But all too often teaching programmes respond solely to student demand and a national labour market for graduates particularly when there is no clearly articulated business demand linked to regional innovation drivers. The consequence is often graduate emigration to more dynamic regions. In the societal sphere regional engagement is an obvious arena in which universities can demonstrate their contribution to the public good through such programmes as public lectures, concerts, museums, theatres, student community action and recruitment of students from disadvantaged social groups. Universities can play a key role in helping public authorities build these strategies by enhancing the skills and competencies of their staff working in the field of economic development through consultancy services and training of graduates. This would involve university departments of economics, geography, planning, public administration and business management as well as those dealing with specific policy areas such as health, agriculture, environment and culture. A dedicated unit may be necessary to bring these academic skills together. In the societal sphere regional engagement is an obvious arena in which universities can demonstrate their contribution to the public good through such programmes as public lectures, concerts, museums, theatres, student community action and recruitment of students from disadvantaged social groups. Universities are responsible for:-
Enhancing regional innovation through their research activities
Promoting enterprise, business development and growth
Contributing to the development of regional human capital and skills
Improving social equality through regeneration and cultural development
There are generally three main thematic areas deployed by universities to support entrepreneurship among students and recent graduates;
• training in the skills of ‘being enterprising’
 • providing business experience through placements in local SMEs
 • supporting them in the creation of new ventures and the exploration of new business opportunities. This support can include things like
·        Assistance with compiling a business plan
·        Free office space and equipment
·        Free access to meeting and administration areas
·        Specialist industry advice from business mentors
·        Grants and financial assistance
Universities that are actively promoting and supporting entrepreneurship amongst students and graduates are supporting their local and regional economies two key ways; firstly by adding to the pool of businesses in the economy; and secondly, by retaining high skilled individuals in the region. Issues and challenges It is important to ensure a close cooperation between the universities, the private sector and authorities responsible for delivering regional strategies to ensure there is coordination. Otherwise there can be resentment and tensions if graduate businesses are seen to displace or distort existing businesses and markets. In addition, there may be a benefit to regional policies and strategies to create a common thread between graduate enterprise and broader sector development activities. For example a region which is aiming to become a global leader in ICT might want to encourage graduates to consider starting businesses in this industry rather than another less strategic one. There also needs to be strong links between support for graduate enterprise development and the ‘mainstream’ support to businesses in the local area, otherwise new graduate businesses may find themselves isolated once they move on from university incubation support. This looks at the ways in which universities can contribute to the cultural development of the area through promoting cultural activities and infrastructure, but also more generally by enhancing the amenities in the area through investment in capital development projects. Universities are often a key partner in the development of museums, galleries, theatre, art studios and galleries, and there may be strong links back to the research expertise of the university which helps promote the area as a cultural center. The investments made by universities in developing creative and commercial ‘hubs’ can act as an attractor of further private sector development to commercial businesses, something of particular importance to less favoured regions where public funds may be limited. Issues and challenges Universities and regions have been effective at using sporting activities in the same strategic way as they have collaborated on cultural development, but sport may have more potential to ‘reach out’ to a wider section of the population. Strong partnerships between the university, public and private sectors is essential to ensure that projects and investments complement and enhance each other and that economies of scale are maximized. By working together with partners, implementing school programmes, future days, special exhibitions, seminars and other activities, Universities provides space for creativity and new initiatives and encourage the curiosity of young people and encourage the desire to learn more.














STATEMENT OF THE PROBLEM
The research was done as a result of the government of Kenya wanting to close down Universities or merge them and render lecturers jobless. Also this research expounds on the benefit of a University in a community, town and the country Kenya at large. Thus the government in its sessional paper 1 of 2005 undertook to promote expansion of University education in line with population growth and demand for university places and research facilities with the foresight that with FPE there would be need for more universities to complete the transition of education. Higher education institutions serve as a focal point for increasing the education level of the local workforce, home for the arts and culture, and as a source of employment. Faculty, staff and students provide a strong consumer and support base for local businesses, parks and nonprofits. Local authorities, businesses, and higher education institutions should work together to strengthen civic indicators from educational outcomes, reduced crime rates, and more accessible public transportation. Affordable, high quality off-campus housing is a concern for students as well as residents. Universities and city leaders need to work in partnership to ensure safe, affordable and accessible housing options are available. The research seeks to provide an analysis of how universities can impact upon regions, towns and villages and how they can be mobilized for regional economic, social and cultural development.

METHODOLOGY
A descriptive study design was employed in this survey. This enabled the researcher to study phenomena. The present study was exploratory and was appropriately executed through a descriptive survey. Survey research is a self-report study which requires the collection of quantifiable information from a sample. The study was done in Technical University of Mombasa,Moi university in Kitale, and Mount Kenya University in Mombasa County which were quantified and analysis drawn on the basis of proportions. This research design was found to be suitable for obtaining information in the Universities and the inferences derived from this study are appropriate because the variables are known and can be used to further the interest of Universities in Kenya. Experts in the field were also contacted. Data collection was through the use of structured closed ended questionnaire, interviews, magazines and journals.

CONCLUSION
University education is one of the most rapidly expanding sub-sectors of the education sector in Kenya. Demand for university education has continued to increase with many students who are unable to be absorbed in Kenyan universities seeking admission in institutions of higher learning outside the country. Historically, the contributions of universities and other higher education institutions (HEIs) (hereafter referred to collectively as universities) to their host cities or regions followed closely that of their traditional roles of providing education and research in order to create knowledge and develop human capital. There is also a third mission of universities that can include many different functions, ranging from one-way transfer of knowledge and technology to providing relevant competence, actively supporting entrepreneurship and participating in innovation activities. All of these activities form essential missions of institutions of higher learning, and are perceived by the public as such. Increasingly, however, universities are becoming involved in community development initiatives that have not been traditionally considered within their realm. Urban universities, especially, are recognizing that they must directly intervene to stem the decline of the neighborhoods that surround them. Higher education institutions are valuable commodities for their cities. Since the very beginning of Kenya’s higher education, cities have fought to have colleges and universities in their communities. The reasons for this are obvious– at least to some– as institutions bring a wealth of advantages and benefits to the areas where they are located. The value of the nation’s higher education system is usually expressed as just that education. But while the educational mission of Kenya’s colleges and universities is critical, often missed or neglected by local and national policymakers is the value of these institutions to economic growth. This is particularly true for those universities located near major employment neighborhoods of large cities. It shows how these “downtown” universities punch above their weight as economic anchors for both the regions in which they are located and the nation. Research universities are essential for innovation, and innovation is essential for economic growth. In a high-wage economy like Kenya, long-run growth can occur only by inventing new things to sell or improving the quality and reducing the cost of existing products and services. This process is called innovation. There are many ways firms innovate, but a major way is through the activity of the nation’s university system. These University expenditures have been shown to lead to an increase in average income within a city. Put another way, the overall multiplier effect of university activity is the university’s own shillings plus the external effect Universities located in urban areas produce more patents, corporate partnerships, and startups.. Instead, academic ideas and publications must be translated to industry through patents, licensing agreements (where firms pay to use a university patent), and the creation of startups that directly take academic science and apply it to real-world problems. Universities located within innovation districts build on existing urban assets. Research universities are best positioned to have economic value when they cluster near firms, entrepreneurs, venture capitalists, and other resources that deploy technology into the market. By generating new ideas and research, universities are at one end of the innovation pipeline but it takes large companies and startups to create new products and services from those ideas along with banks, venture capitalists, angel investors, and others to capitalize the efforts. Research indicates that these activities are more efficient and more likely to generate economic value when they are geographically proximate. Downtown universities specialize in research. Because research is associated with new invention and innovation, research universities are uniquely important for the innovation economy. One of the most pronounced differences between urban and non-urban schools is the relative size of their research budgets. While downtown universities make up only a quarter of the nation’s research universities, they account for one-third of university. Downtown universities still have a lot of room to improve their outcomes. While urban schools punch far above their weigh in terms of licenses, patents, and startups per student, they perform on par with peers in terms of patents and startups per research dollar. As the country searches for new sources of innovation, jobs, and growth, policy makers should consider how some of its oldest institutions research universities are best positioned for the new economy. Research universities are essential for innovation, and innovation is essential for economic growth. Research indicates that these activities are more efficient and more likely to generate economic value when they are geographically proximate. Many local residents may be employed by the university—which may be the largest employer in the community—many businesses cater primarily to the university, and the student population may outnumber the local population. In Kenya over the past few decades, so-called "college towns" have cropped up near colleges and universities, but these are distinctly commercial enterprises designed and built by commercial development companies and consisting of shops and, in some cases, upscale housing. They are, in effect, small shopping plazas, often built to vaguely resemble a college "quad." Universities in the round have potentially a pivotal role to play in the social and economic development of their regions. They are a critical ‘asset’ of the region; even more so in less favoured regions where the private sector may be weak or relatively small, with low levels of research and development activity. Successful mobilization of the resources of the university can have a disproportionately positive effect on their regional economies and achievement of comprehensive regional strategies. In order to effectively engage universities, public authorities need to understand the principles underlying why universities can be important agents in regional development. There is also a range of mechanisms available to support engagement, many of which are already being deployed. However it is the strategic coordination of these within a wider policy context that will produce the maximum impact. It is important to recognize that there may well be a series of complex barriers and challenges to be overcome, both internal to the universities and in the wider enabling environment. If public authorities and the key regional partners understand the principles, practices and barriers and how to overcome them, the potential for maximizing the contribution of universities is almost boundless. Achieving this is a long term objective and will require a staged approach moving from simple projects to more integrated collaborative program. The University can therefore act as a catalyst or facilitator in the development of network and cluster organizations. These are particularly important as they can aggregate demand from a number of firms for innovation and thus strengthen the ties between university research activity and commercial exploitation.  The public sector speaks with one voice in their understanding of the issues facing the region and how to overcome them, and has the mechanisms and political will to build consensus. The private sector has a coherent and representative voice for example; through business associations, networks or cluster organisations and the willingness to work beyond the parameters of the narrow self-interest of their business/sector. There are synergies between the intellectual assets of the region’s universities and the needs of business in developing innovation capacity.



RECOMMENDATION
A recent directive that Universities merge or be closed down is null and void. Universities build a country and are fountain of knowledge. Let the ruling party in Kenya value education by stopping the proposed merging of Universities and closing others. This is against the President Agenda 4 initiative which is out to create jobs for the youth. This research has shown that everywhere where a University is located over 1000 jobs are created. So closer of any University will occasion a loss of jobs of not only the lecturers, subordinate staff but those people who have set up business outside those Universities and their dependents whose number is huge and the community at large.
