Let National transport Authority supervise roads in Kenya
Let National transport Authority supervise roads in Kenya
Those given the responsibility of managing roads in Kenya are Kenya National
Highways Authority, Kenya National Urban Roads Authority and Kenya National Secondary Roads Authority, the Institution of Engineers of Kenya; the Kenya Roads Board;the National Agency responsible for testing and research on roads; and the National Transport and Safety Authority.The board meets four times in a year and the functions of the Board are to advise the
Cabinet Secretary on—
(a) standards for road and bridge materials, design, construction, maintenance and performance levels;
(b) standard contract forms for works and consultancy services;
(c) research and studies necessary for development and updating on public roads standards;
(d) the types, sizes and usage of vehicles on roads and maximum vehicle and axle load limits for purposes of protecting roads from damage;
(e) development and training of human resources required for the development, rehabilitation and maintenance of roads; and
(f) monitoring system to ensure adherence to the standards. The Cabinet Secretary shall by regulations prescribe standards for testing, design, construction and maintenance of national trunk roads by the roads authorities
and county roads by county Governments. There is a video on WhatsApp about a Tanzanian minister castigating corrupt contractors whose workmanship on roads in Tanzania is suspect. It has excited Kenyans because of its content. The Tanzanian minister publicly tells the road contractors that they will not be given any road contract again in that region. l even saw President Magufuli saying the same thing once. I remember this video when l observe roads in Mombasa county. The roads on Haile Selassie road in Mombasa county is bumpy and uneven. Meaning the road is not leveled. Such roads are prone to accidents and they wear out quickly because of poor workmanship. Some areas on the road are higher than others. This affects the Haile Selassie road around especially Mwembe Tayari up to Saba saba area. When vehicle drive on that road,the vehicle shakes from one side to the other because of the unevenness of the road. The left side of the roads has holes after every 50 meters. Which contractor was given to construct this road? I saw a bus shaking from side to side because of these goose pimples on the road. Let those responsible in giving out contracts do what the Tanzanian minister did to shoddy Tanzanian contractors by banning them and shaming them in public. Can those in the universities learn anything about road construction in Kenya? Why should we import Chinese to make Kenyan roads and we have Kenyan universities where students go to do road engineering and when Kenyan are given to construct a road they make shoddy work because they got the contract after a lot of sweat. If those who give the contracts are the problem who will help fix this problem?
